Óscar Orúe, head of Paraguay’s National Directorate of Tax Revenue (DNIT), recently addressed the first conference on Law 7438/2025, which revises the legal framework governing gambling in the country. In his speech, Orúe emphasized that the reform aims to create a more competitive and diversified gaming market. The event was covered by local news agency La Nación.
One of the most significant changes introduced by the new law is the integration of the National Gaming Commission (Conajzar) into the DNIT. Orúe highlighted that the reform eliminates monopolies in licensing for lotteries and sports betting, allowing up to three operators per game type. This move is intended to foster a fairer and more competitive gambling environment in Paraguay.
Orúe also discussed adjustments to the tax system, organizational structure, and DNIT’s consolidation. Other key changes in Conajzar’s restructuring include the introduction of new gaming models, improved fund distribution, stricter oversight, and better management of unclaimed prizes. He emphasized that Paraguay aims to become a more attractive gambling destination by balancing low taxes with tourism incentives. Additionally, he urged authorities to take action against illegal gambling.
With this regulatory overhaul, the commission expects a significant increase in revenue collection. In 2024, Paraguay generated 175.8 million guaraníes (USD 22.4 million) from gambling activities. According to Conajzar’s head, Carlos Liseras, projections for 2025 estimate this amount could triple, reaching around 500,000 million guaraníes.
