During the 39th Council of Ministers meeting on April 11, 2025, the government approved a draft bill establishing the foundational principles for regulating games of chance and gambling within the country.
Presented by Finance Minister Doudou Fwamba, the reform seeks to increase state revenue and address money laundering risks. The proposed legislation, as outlined in the meeting’s official summary, “defines the regulatory framework for games of chance and gambling in the DRC, aligning with constitutional mandates to safeguard national savings.” The bill introduces a stringent legal structure to oversee gambling operations, providing explicit guidelines for operators and establishing clear conditions for conducting such activities. Key provisions include protections for minors and vulnerable participants, alongside a comprehensive tax regime that imposes specific levies on winnings and gross gaming revenue.
