Brazil Expands Betting Regulations to Include More Esports.

The Brazilian Government has updated its betting regulations to include a broader range of esports, now allowing wagers on titles such as Counter-Strike, Valorant, and Fortnite. Previously, betting was limited to games recognized by the International Olympic Committee (IOC), which excluded most shooting games. This change removes that restriction, expanding opportunities for esports betting.

The update was formalized through an ordinance published in the Diário Oficial da União. This is Brazil’s official government publication for laws and regulations. The Ministry of Sport oversaw the revision. It modifies Law No. 14.790/2023, which outlines the types of events allowed under Brazil’s betting framework.

The new guidelines allow fixed-odds betting on esports tournaments licensed or approved by game developers or intellectual property holders. This adjustment broadens the scope of legal betting beyond traditional Olympic-style games such as chess, cycling, and motorsports.

The national Central Bank estimates that Brazilians spend between BR20bn and BR30bn ($5.28bn) monthly on online betting. Over 100 operators are already licensed under the current regulatory framework. The Government seeks to expand betting laws following the formalization of Brazil’s regulated betting market at the end of 2023.
