
In 2023/24, Eswatini’s online gaming industry saw significant growth, generating E9 million in tax revenue from bookmaker levies and E48,000 in licence fees, according to a report from the Ministry of Tourism and Environmental Affairs. The figures reflected a significant increase in digital gambling activity and enhanced compliance with national regulations.
During that period, the number of online gambling users in Eswatini increased sharply—from 220,000 in April 2023 to 385,000 by April 2024, representing a surge of nearly 75 percent. Active players also rose from 60,000 to 73,000, meaning one in four Eswatini residents, out of a population of 1.22 million, were participating in online gaming.
The majority of players were aged between 18 and 35, with men dominating the space, although female participation showed steady growth. Football betting remained the most popular category, followed by slots and table games.
The Eswatini market was led by four operators. MulaSport and eBet were the frontrunners, while 8Bet and DiskiBet gained traction through competitive bonuses and live event promotions. Local operators commanded between 60% and 70% of the market share, with offshore companies accounting for the remainder.
To strengthen regulation, new gaming laws were enacted, setting licence fees at E1 million (€49,000) for online casinos, E400,000 (€19,600) for land-based casinos, and E350,000 (€17,150) for lotteries. Operators were also required to pay a 25 per cent tax on profits and a 15 per cent withholding tax on payments to non-residents.
The government aims to balance between responsible gambling and industry growth. Senators proposed the creation of a special fund to address gambling addiction, though it had not yet been implemented. Updated gaming regulations also mandates support services for problem gamblers and tools for self-exclusion, ensuring protection for vulnerable users and blocking underage participation.
At the time, the Gaming Board of Eswatini continues to review new licence applications, confident that clear regulatory frameworks would attract new investors and promote a safe and transparent gambling environment.
