Kenya’s Betting Control and Licensing Board (BCLB) Issues Urgent Compliance Directive for Aviator and Crash Games

In a significant move aimed at enhancing consumer protection and ensuring fair gaming practices, the Betting Control and Licensing Board (BCLB) of Kenya has mandated all licensed gaming operators to submit comprehensive documentation regarding their aviator and crash games. This directive, issued on March 25, 2025, follows increasing public concern over the integrity and transparency of these popular online gaming platforms.

In the notice sent to all licensed operators, the BCLB outlined specific compliance requirements that operators must fulfill within the next fourteen days. Operators are compelled to provide detailed information on the mechanics of their aviator and crash games, including rules, betting processes, and payment procedures. Additionally, they must disclose the algorithms used to determine game outcomes, which must be certified by an independent auditor to ensure fairness and randomness.

“Given the public outcry regarding the operations of aviator and crash games, it is imperative that these games meet adequate standards designed to protect consumers,” said Fredrick M. Mbasi, the Director of the BCLB. “Transparency and accountability are vital to maintaining a trustworthy gaming environment for players.”

The directive specifies that operators must also provide the following documentation:

  1. Game Mechanism: A comprehensive explanation of how the games operate.
  2. Algorithm Disclosure: Full disclosure of algorithms that govern game outcomes, independently audited to ensure fairness.
  3. Third-Party Provider Details: Information about any third-party game providers involved, including their certifications.
  4. Approved Payment Methods: Details on the pay bills and accounts used for processing transactions related to crash games.
  5. Terms and Conditions: A clear outline of the terms governing player interactions with crash games, including payout policies and betting limits.
  6. Platform Integration: Assurance that crash games are integrate within the operator’s main sportsbook or online casino platform, as standalone applications will not be permitted.

Failure to comply with this directive could result in the immediate suspension of aviator and crash games on operators’ platforms. The BCLB has also indicated that it will conduct audits to verify compliance, with potential legal repercussions for operators that offer unauthorized games.
